What should be done about the Imam who is absent from most prayers and does not appoint a deputy, and is it permissible to report him to the Ministry of Endowments?

The Imam is advised to adhere to his work; otherwise, he should be informed that the matter will be reported to the Ministry of Endowments. If that does not help, then the matter must be escalated to the Ministry to compel him to fulfill his trust or to replace him.
