Are the worshippers sinful if they report the muezzin, who is consistently absent from making the call to prayer, especially the dawn call to prayer, to the Endowments Ministry after advising him without success?

The muezzins, like others who undertake affairs of the Muslims, must fulfill the trust. Muezzins are entitled to a stipend from the Muslim treasury. Whoever is responsible for the adhan must call it when the time for prayer begins, because the adhan was legislated to inform people that the prayer time has entered, as the Prophet, peace and blessings be upon him, said: "The Imam is a guarantor, and the muezzin is entrusted." If the muezzin betrays the trust and abandons the adhan without an excuse, he must be advised. If he does not respond, his matter should be referred to his superior.
