Is what is meant by the Hadith: "Seek provision in marriage" the marriage contract or the actual marriage by consummating it with the wife?

It appears that "marriage" (نكاح) in the Hadith (definition) encompasses both the contract and consummation, as consummation is the intended purpose and a cause for chastity and tranquility, and it cannot be achieved without a contract. Thus, consummation is the cause of wealth, and it is not permissible without a contract. It is mentioned in the Hadith: "Three are rightfully aided by Allah... the one who marries seeking chastity." And from Ibn Umar: "I wonder at one who does not desire marriage, while Allah the Almighty says: 'If they are poor, Allah will enrich them out of His bounty.'"
