Which is better in Ruqyah: what the Prophet (peace be upon him) approved by his silence, such as the Companion's Ruqyah with Al-Fatihah, or what he (peace be upon him) himself did with Al-Mu'awwidhatayn?

The Prophet's (peace be upon him) approval, coupled with praise and commendation, indicates desirability. Ruqyah with Al-Fatihah is legislated and desirable.

However, ruqyah with the Mu'awwidhatayn is superior, as it was the last action of the Prophet (peace be upon him). He (peace be upon him) used to seek refuge from jinn and the evil eye until the Mu'awwidhatayn were revealed. Then, he adopted them and abandoned other non-Qur'anic words. The Mu'awwidhatayn encompass comprehensive forms of seeking refuge from all harm. Scholars have unanimously agreed on the permissibility of ruqyah with the Quran and with Allah's Names and Attributes, recited in the Arabic language, while believing that ruqyah does not have an inherent effect but rather acts by Allah's permission.
