Is it permissible to adopt the dispensation of Ibn Abbas concerning masturbation, even though the Messenger of Allah, may Allah bless him and grant him peace, did not permit it? And is it permissible for an unmarried or married man to masturbate out of extreme necessity, such as fearing psychological or physical illness, or for medical tests requested by the doctor?

It is not permissible to adopt anyone's statement when the statement of the Messenger of Allah, peace and blessings be upon him, is available. As for the issue of masturbation for the purpose of medical analysis, there is no harm in it as long as it is for the necessity of treatment and no alternative is available. The Permanent Committee has issued a fatwa permitting this due to the pressing need and because the expected benefit outweighs the harm.
