What is the ruling on hesitation and silence in making decisions, especially the decision of marriage, and what is the permissible timeframe for making it?

Shyness is natural in women, and the silence of a virgin is a sign of her consent to marriage. One should be deliberate in choosing a husband by investigating, asking, consulting, and performing Istikhara [prayer for guidance]. Hesitation is blameworthy and a sign of weakness, for the strong believer is better and more beloved to Allah. One must abandon hesitation, seek Allah’s help, and rely upon Him after taking the necessary measures.
