Scholars have issued a fatwa stating the impermissibility of a woman riding alone with a driver, as this constitutes an unlawful seclusion (khalwa muharramah), except in cases of extreme necessity. However, if she rides with another woman and then that woman dismounts, leaving a short distance, there is no harm in this, provided that there is no fear of temptation (fitnah) and no suspicion (raybah). Suspicion here means not fearing falling into that which lust incites.
