What is the ruling on circumcision for a male or female disbeliever if they wish to embrace Islam?

Circumcision is among the rituals of Islam, part of the fitra (natural disposition), and of the religion of Abraham. It is obligatory upon the Muslim man if he is able to perform it. Its obligation is waived if the Muslim fears perishing or if a doctor informs him of such a risk. Circumcision is not a condition for the validity of one's Islam; thus, a person's entry into Islam is valid even if he has not been circumcised.
