One must adhere to the regulations and conditions for dispensing aid. Lying or defrauding to obtain it is impermissible. Whoever does so is prohibited from keeping what they took, and its value must be returned to the granting entity. If returning it is impossible, or if it would lead to harm, then its value must be given as charity to the poor and for public welfare. The granting entity is the reference for determining the clearance of one's liability.
