Is it permissible for someone who benefited from electricity without payment to donate the equivalent of the monthly bill to a public entity, such as government hospitals?

The intention to donate the value of the electricity bill does not permit defrauding the electricity company or consuming electricity without payment. This is because such actions do not absolve one from the sin of aggression. As for rectifying past fraud after repenting from it, the amount taken by the perpetrator must be returned to the electricity company. However, if that is impossible or would lead to a greater harm, the money should be given to the poor or used for the benefit of the Muslims.
