Is one who refrains from lending to those in need sinful because they did not repay what he lent them?

Lending is a good deed and is commendable in Islamic law for the lender. It is permissible for the borrower. It is a way of relieving a Muslim's distress, but it is not obligatory. Therefore, there is no sin upon one who refrains from lending. However, it is preferable to reconsider the decision not to lend and to lend to those who fulfill their debts.
