Is the intent of the Hadith: "Allah is more deserving that one should feel shy before Him than before people," the major awrah or the minor awrah?

The awrah must be preserved and covered from sight or exposure except for the wife or what one's right hand possesses. This hadith is comprehensive for all awrah, and it must be covered from the eyes of people. In the case of being in seclusion, there is a difference of opinion regarding the obligation of covering, and the preponderant opinion is that it is obligatory to cover the awrah even when in seclusion.
