Is it permissible to say "Bismillah" (In the name of Allah) before washing one's hands three times upon waking up from night sleep?

We have not come across a specific ruling regarding the tasmiyah (saying "Bismillah") before washing hands after waking up, but it is recommended like other acts of obedience, and it is not obligatory. Most jurists have agreed on the permissibility of tasmiyah for every significant matter, whether an act of worship or otherwise. Its form is "Bismillah" (In the name of Allah), and the more complete form is "Bismillahir-Rahmanir-Rahim" (In the name of Allah, the Most Gracious, the Most Merciful). If one forgets it or intentionally omits it, there is no sin upon them, and they will be rewarded if they perform it.
