What is the ruling on saying "Bismillah (In the Name of Allah)" before any religious or worldly act?

"Bismillah" (In the name of Allah) is prescribed for every important matter, based on what Imam Ahmad and Ibn Hibban narrated from Abu Hurairah that the Prophet (peace be upon him) said: "Every speech or matter of importance that does not begin with the remembrance of Allah, the Exalted and Glorified, is amputated (incomplete)." Scholars have acted upon the implication of this hadith despite some discussion regarding its chain of transmission. Bismillah is prescribed for purification, eating, drinking, slaughtering, riding animals and ships, entering and exiting mosques and homes, putting on and taking off clothes, closing doors, extinguishing lamps, lawful intercourse, the khatib ascending the minbar, closing the eyes of the deceased and placing them in their grave, beginning tawaf (circumambulation), recitation, and sleeping. It is disliked for forbidden and reprehensible acts. Therefore, "Bismillah" is subject to the five legal rulings: obligation, recommendation, prohibition, dislike, and permissibility.
