What is the ruling on saying "Bismillah" (in the name of Allah) before every action, given the weakness of the hadith reported concerning this, and does the action of the Prophet (PBUH) and Noah (PBUH) indicate an absolute command or a restriction to certain actions?

It is prescribed to recite the Basmalah (Bismillah) before commencing any important undertaking, due to the many hadiths indicating its permissibility, some of which are authentic and some weak. Most jurists agree on the permissibility of reciting the Basmalah for every important matter, whether it be an act of worship or otherwise. This is indicated by the general guidance of the Sharia towards it in many matters. Al-Bukhari titled the hadith, "If one of you, when he comes to his wife, says 'Bismillah'," with the chapter heading: "Chapter on the Basmalah in all circumstances and during intercourse."
