Is it permissible for the Waqf supervisor to appoint an accountant and a legal counsel?

His function is to preserve the endowment, develop it, collect its revenue, strive to increase it, and disburse it according to its designated uses. He has the authority to take charge of it and make decisions regarding its functions, thus appointing those who will carry out its duties.
