What is the ruling on men wearing tight-fitting athletic shorts while exercising, and what are the regulations regarding that?

For a man to wear tight sports clothing that defines the 'awrah (private parts) is disliked (makrooh tanzeehan), but not forbidden (muharram). As for what is outside the 'awrah, there is no issue with it.
