So, for someone who owns sixty sheep and a year has passed over them, what is obligatory is one sheep until they reach one hundred and twenty. If they reach one hundred and twenty-one, then what is obligatory is two sheep. Therefore, in this case, al-waqs is canceled and does not lead to an increase in what is obligatory.
