Is it permissible for spouses to suck each other's genitals, and did the righteous predecessors do that?

It is permissible for each spouse to enjoy the other's body, including oral stimulation of the genitals, provided that care is taken to prevent impurities from entering the mouth, and avoiding anal intercourse or intercourse during menstruation and post-natal bleeding. Allah Almighty says: (They are clothing for you, and you are clothing for them). However, it is preferable to avoid such acts and for conjugal relations and enjoyment to remain within the bounds of good manners and noble character. It has not been reported that the righteous predecessors engaged in such acts, as it is something that noble souls disdain and refined manners reject.
