What is the ruling on one who governs by man-made laws, knowing the superiority of Allah's rule, yet is unable to change the situation?

Whoever judges by other than what Allah has ordained, while knowing that Allah's judgment is the correct one, has clearly committed a sin, for Allah Almighty says: ﴿Indeed, judgment is none but Allah's﴾ [Al-An'am: 57]. The one who does so does not commit an act of disbelief that expels him from the fold of Islam unless he believes that judging by other than what Allah has revealed is correct. However, one who is coerced is not sinful, provided that the coercion is compelling, such as a threat of death, for the Prophet, peace and blessings be upon him, said: "Indeed, Allah has forgiven my nation for mistakes, forgetfulness, and what they are coerced into."
