Is it obligatory to wash the place of the madhy (pre-seminal fluid) with water if it has dried, and is it obligatory to wash the entire garment if the location of the madhy cannot be determined?

Madhi (pre-seminal fluid) does not necessitate ghusl (ritual bath); rather, it suffices to wash it off and perform wudu (ablution) for it, based on the hadith of Ali ibn Abi Talib (may Allah be pleased with him): "He should wash his penis and perform ablution." If a Muslim is unaware of the location of madhi on his garment, he must wash whatever parts of the garment or body the madhi has touched.
