What is the ruling on reciting the Qur'an with musical maqamat taken from singing?

It is not permissible for a believer to recite the Quran with the melodies of singing and in the manner of singers. Rather, he must recite it in a slow, rhythmic, sorrowful, and humble tone, as the righteous predecessors recited it, so that it may affect hearts and the reciter himself may be affected by it.
