Does the interpretation of the verse: "Indeed, Allah does not change the condition of a people until they change what is within themselves" mean that Allah does not guide those who seek guidance until the person changes himself?

Allah does not change a people’s blessings and well-being until they change what is within themselves from obedience to Allah to disobedience. And if Allah wills evil for a people, there is no turning it back. Scholars have explained that the disappearance of blessings from individuals and nations is due to disobedience to Allah the Almighty, and that repentance and good deeds transform hardship into good. Guidance also has causes, including: belief in Allah, following the Messenger, learning revelation, diligently performing acts of worship, and the presence of divine affection.
