Is participating in Ramadan competitions that involve paying a sum of money when calling to win a smartphone permissible or impermissible (haram)? And if it is impermissible, why does the Fatwa Center not declare that and demand its change?

It was stated in Fatwa no. 32914 that it is impermissible to pay money to participate in a competition based on profit and loss. This includes competitions that require paying an extra fee for phone calls. We advise those organizing these competitions to fear Allah and seek lawful sustenance.
