What is the ruling on one who steals from his father's money to feed his children, and what are the conditions for his repentance?

Theft is forbidden and a major sin, even if committed by a son stealing from his father's wealth. One must repent to Allah and return the money or seek the owner's forgiveness. If the maintenance of the children is obligatory upon their grandfather due to the father's inability to provide, then there is no harm in taking it, and it is not necessary to return it.
