What is the ruling on a woman performing hijama for a non-mahram man in the presence of a mahram and a barrier that prevents direct touch, whether necessity calls for it or not?

It is permissible for a woman to perform cupping on a man or to treat him when there is a dire necessity, such as the absence of a man to perform the cupping, in order to prevent temptation. This is based on the statement of Zakariya al-Ansari: "It is permissible to look at and touch to the extent of necessity, for phlebotomy and treatment like cupping, due to the dire need for it. And it is permissible in the presence of a husband or a mahram: for a man to look if no woman is available to treat, and vice versa."

It is stipulated that there be safety from temptation, and that exposure be only to the extent of the need, as stated by al-Khatib al-Shirbini. Anything that could lead to temptation is not permissible, as mentioned by Ibn Taymiyyah.

Therefore, if a man needs cupping and cannot find a man to perform it, it is permissible for a woman to perform cupping on him in the presence of a mahram, provided there is no touching, and no looking except at the site of the cupping, and with the condition of safety from temptation.
