There is no impediment to youth and others viewing sexual websites that are Islamically regulated and free from forbidden content, provided there is a genuine need for such sexual education, such as those preparing for marriage. However, if there is no need, the lowest degree of viewing is disliking (makrooh) it, as it is a waste of time. But if it incites lust and there is a fear of falling into the forbidden, then it becomes prohibited.
