How can the oppression of aggressors among Muslims be repelled without falling into their oppression?

It is permissible to retaliate against an aggression in kind, without exceeding limits or harming anyone who is not involved. However, forgiveness and pardon are better, as Allah Almighty says: "So whoever pardons and makes reconciliation - his reward is due from Allah." And He says: "But if you are patient - it is better for those who are patient." This is out of fear of exceeding the limit in retaliating against aggression, especially since retaliation in kind does not guarantee avoiding exceeding the evil and the aggression, so the one who retaliates might become among the wrongdoers without realizing it.
