What is the ruling on one who suffers from intense homosexual desire and no inclination towards women, has financial circumstances preventing marriage, and fears falling into sin? What is the Sharia-compliant or medical treatment for this condition?

The affliction of sodomy is dangerous, and it has a cure, for Allah has not sent down an affliction except that He has also made a cure for it. One can rid oneself of it by being mindful of Allah, remembering the proximity of death and a bad ending, and realizing the ugliness of this abomination, which no one before was guilty of, and those who committed it were punished with the severest of penalties. Also, by supplicating to Allah with earnest prayer, observing frequent fasting, which curbs desire, and staying away from bad companions while associating with the righteous.
