Is it permissible to perform Umrah on behalf of the mother and wife who are besieged in the Levant and unable to leave?

Performing Umrah (definition) on behalf of another is generally permissible. However, it is not valid to perform Umrah on behalf of a living person unless they are completely incapacitated and have given permission for someone else to perform it for them, provided that the performer has already performed Umrah for themselves. Therefore, it is not valid to perform Umrah on behalf of the mother or wife if their incapacitation is temporary, unless they have already performed the obligatory Umrah for themselves. In such a case, it is permissible to perform Umrah on their behalf as a supererogatory act, according to the Hanafis. It is also permissible to perform Umrah and then dedicate its reward to the mother and wife, though there is a difference of opinion among scholars regarding the transfer of the reward of an act of worship to others.
