Is it permissible for a Muslim man to marry a woman of the People of the Book verbally, with sincere intention, in a country that prevents legal marriage in the mosque before civil marriage, which Western women reject before cohabitation?

The Prophet, may Allah bless him and grant him peace, forbade residing among polytheists. It is not permissible to reside in a disbelieving country except under specific conditions. It is not permissible to get acquainted with a non-mahram woman except under the umbrella of a legitimate Islamic marriage. The form of marriage mentioned is invalid because marriage without a guardian is legally void, based on the Prophet's saying, may Allah bless him and grant him peace: "Any woman who marries without the permission of her guardian, her marriage is invalid," and "There is no marriage except with a guardian and two just witnesses." If such a marriage takes place, it must be annulled. This woman should be married by her guardian (her father or brother), and if she has no guardian, she should appoint a man from her religion to conduct her marriage contract. It is not a condition for the contract to be in the mosque.
