What is the religious ruling on dealing with a person who has memorized the Quran and Hadith, and is a religious authority in his city, but commits sodomy, and has repeated his act after swearing to repent, knowing that we are in a country that does not rule by Allah's law?

The default state of a Muslim is innocence, and it is impermissible to accuse them without clear proof. If it is established that the aforementioned man committed acts preparatory to sodomy, then he is an evildoer who has committed a sin. It is incumbent upon anyone who knows of this to advise him and remind him of Allah and the evil consequences of his actions. He should be concealed unless he publicizes his sin. It is permissible to threaten him with exposure so that he may repent. However, it is not permissible to allow him to be alone with students.
