What is the ruling on one who went to Saudi Arabia and confessed their sin so that the Hadd (punishment) may be carried out upon them?

Whoever commits an act necessitating a prescribed punishment (hadd) is not obligated to inform the authorities. Rather, it is better for him to repent and conceal his sin, as Abu Bakr and Umar indicated to Ma'iz. Imam Al-Shafi'i said: "I prefer for someone who has committed a sin and Allah has concealed it for him, that he should conceal it himself and repent." However, if he goes to the ruler and confesses, it is permissible and he is not considered disobedient. The Ummah is in agreement on the permissibility of both concealment and confession; the disagreement is only about which is better. It has been authentically narrated from the Prophet, peace be upon him: "Avoid these abominations which Allah Almighty has forbidden. So whoever commits any of them, let him conceal it with the concealment of Allah, and let him repent to Allah. For indeed, whoever reveals his transgression to us, we will apply the Book of Allah upon him."
