What is the ruling on benefiting from a frozen university grant, knowing that the beneficiary receives another grant from a different educational institution, and if that is not permissible, what should he do with the money he received and cannot return to the state?

The student is not allowed to fraudulently obtain the scholarship if they do not meet the conditions for its entitlement. What was taken from the scholarship without meeting the condition is not rightfully the student's. The responsible authority must be informed; if they permit its use, there is no harm. Otherwise, it must be returned. If it is not possible to return it to the authority, it can be given for public Muslim interests, such as hospitals and roads, or to the poor and needy.
