Is the ḥadīth: "The master of martyrs is Ḥamzah ibn ‘Abd al-Muṭṭalib, and a man who stood before an oppressive ruler and enjoined him to do good and forbade him from evil, whereupon the ruler killed him" authentic?

The Hadith states: "The master of martyrs is Hamza ibn Abd al-Muttalib, and a man who stood up to a tyrannical ruler, enjoined good and forbade evil, and was killed by him." This was narrated by Al-Hakim and Al-Khatib, and authenticated by Al-Albani.
