There appears to be no prohibition against supplicating against an oppressor. However, it is better to forgive them and seek forgiveness for them, because Allah loves those who do good, and Allah increases a servant in honor through forgiveness, as stated in His Almighty saying: "So pardon them and overlook; indeed, Allah loves those who do good," and His saying: "And let them pardon and overlook. Would you not like that Allah should forgive you?" and the saying of the Prophet, peace and blessings be upon him: "Allah does not increase a servant in anything due to forgiveness except honor."
