Does religion urge forgiveness of disbelievers and polytheists by those whom they harm, along with merely praying against them without harming them, in the same way as forgiving Muslims?

Forgiving the oppressor is encouraged in Islamic law, regardless of whether they are Muslim or non-Muslim. However, supplicating against the oppressor is considered a permissible retribution. Prophets and righteous individuals have indeed supplicated against those who wronged them. Some scholars have mentioned that it is preferable not to supplicate against an oppressor if their injustice is not widespread. However, if their injustice becomes widespread, it is better to supplicate against them so that Allah may remove their harm from the community.
