Is purchasing a bus through the bank, with the bank stipulating a 25% deduction from the required amount and repayment of the principal in installments, considered usury?

If the bank delivers to the applicant an amount less than 25% of the car's price, for the applicant to pay the actual purchase price in installments, this is usury (riba) and impermissible.
