Who is more entitled to an 'Umrah: the deceased father or the living mother residing outside the lands of the Two Holy Mosques, knowing that the questioner is a resident of Jeddah, and from where should he enter into ihram?

For the validity of performing Umrah on behalf of a living person, it is stipulated that the person must be incapacitated with an inability that is not expected to cease, and they must grant permission for it, and the proxy must have already performed Umrah for themselves.

If the mother is not incapacitated with an inability that is not expected to cease, then the deceased has a greater right to have Umrah performed for them.

If the proxy has already performed Umrah for themselves, then there is no harm in them entering into ihram for the deceased from their miqat, which is Jeddah, because the proxy is permitted to enter ihram from any miqat, and a resident of Jeddah enters ihram from their place of residence.
