Is it permissible to perform Umrah on behalf of living individuals residing in countries other than Saudi Arabia who are unable to attend to perform it due to their financial inability, and who are the most deserving if that is permissible?

If the umrah is obligatory for living individuals, it is not permissible to perform it on their behalf unless they are afflicted with a chronic, incurable illness. In such a case, it is permissible, provided that the proxy has already performed the obligatory umrah for themselves and has received permission from the one on whose behalf the umrah is being performed, based on the hadith of Abu Razin: "Perform Hajj and umrah on behalf of your father." If the umrah is not obligatory, there is a difference of opinion among scholars regarding the permissibility of performing it by proxy, with the majority holding that it is not permissible. In the case where it is deemed permissible, the closest relative takes precedence.
