It is not permissible to submit untrue invoices to obtain children's education expenses from the state, because it is forbidden deception, based on the Prophet's (peace and blessings be upon him) saying: "Whoever cheats is not of me." Whatever was taken in excess of the actual cost must be returned. If returning it is not possible, it should be spent on the welfare of Muslims or given to the poor and needy.
