The answer

"Praise be to Allah.

The hands must be washed in ablution from the fingertips to the elbows after washing the face, and washing them only from the wrists is not sufficient. Washing the two hands at the beginning of ablution is Sunnah, and it does not suffice for the obligation according to the majority of scholars. The sequence between the parts of ablution as mentioned in the verse must be followed. Therefore, it is not correct to suffice with washing the hands at the beginning of ablution instead of washing them again with the arm because that disrupts the sequence. Whoever limits themselves to washing their hands from the wrists to the elbows without washing the hands, their ablution is not valid, and they must repeat the ablution or wash what was missed if it is recent."
