What is the ruling on washing the hands from the wrist to the elbow without washing the palms, and is it necessary to repeat the ablution?

It is not permissible in ablution to limit washing to the forearms without the hands, and it is obligatory to wash the hands from the fingertips to the elbows, even if the hands were washed before the face. Washing them before the face is a Sunnah, and after it, it is an obligation. Whoever limits washing the hands from the wrist to the elbow must repeat the ablution, or wash what was left if it was recent, by washing the hands and what comes after them.
