What is the ruling on washing the hand to the elbow under running water without scooping up water and washing the hand with it, and on washing the face more than three times, and in every direction, to ensure that the water reaches?

If water is poured over a limb without scooping, the ablution is valid. Washing the face more than three times is disliked (makrooh), but it does not invalidate the ablution according to most scholars. What is meant by a single washing is to encompass the entire limb with the wash.
