To whom is this saying attributed: "The Lord of wealth and the destitute are partners in wealth"?

There are many texts in the Qur’an and Sunnah that encourage spending on the poor and needy and comforting them, including the Almighty’s saying: (And spend from that which He has made you successors in), and His saying: (And those in whose wealth there is a known right for the beggar and the destitute), and the Prophet’s (peace be upon him) saying: “Whoever has a surplus mount, let him give it to one who has no mount, and whoever has a surplus provision, let him give it to one who has no provision.” Zakat was enjoined with its known amounts, and anything beyond that is voluntary. Scholars differed as to whether there is a right in wealth other than Zakat, and they agreed on the obligation to spend wealth to meet the needs of Muslims after paying Zakat.
