Is the safety of the road and the possibility of travel considered among the conditions of ability for Hajj? And is the husband of one's wife's daughter considered a mahram?

For the performance of the Hajj obligation, the safety of the road is a condition according to the Hanafis, Malikis, Shafi'is, and Hanbalis. This is included in the concept of istita'ah (ability/capability) mentioned in the verse: "And [due] to Allah from the people is Hajj to the House - for whoever is able to find thereto a way." As for the availability of provisions and means of transport, the majority of jurists hold that these are conditions for the obligation of Hajj, and this is the most sound opinion, based on the hadith of Ibn 'Umar that the Prophet, peace and blessings be upon him, said: "Provisions and a riding animal" when asked about what makes Hajj obligatory. However, the Malikis are of the view that these are not conditions for whoever is able to walk, earn, or ask.
