How is the Udhiyah to be performed in a country where hemorrhagic fever is widespread among livestock (goats and cattle)?

Among the conditions for the sacrificial animal (Udhiyah) is its freedom from defects that prevent its validity. These include a clear illness that affects its behavior, leads to its emaciation, spoils its meat to the extent that people would dislike it, or diminishes its value. Based on this, it is not permissible to sacrifice an animal afflicted with an epidemic that leads to these issues, and one must seek another healthy sacrificial animal.
