Is the pilgrim performing Tamattu' who has not left Mecca for Hajj prohibited from the hotel in Mecca, or from Al-Taneem? And when must he bring and slaughter the sacrificial animal (hady)? And is the meaning of "until the hady reaches its destination" the tenth day of Dhul-Hijjah, or must the hady be purchased and brought before that?

The one performing 'Umrah for Hajj (mutamatti') assumes ihram from Makkah and is not required to go to Tan'im because his ritual combines the sacred and the non-sacred areas, and he exits to 'Arafat in the non-sacred area. The Prophet, peace and blessings be upon him, said: "And whoever is less than that, then his miqat is from where he originated, even the people of Makkah assume ihram from Makkah."

The time for sacrificing the hady (sacrificial animal) begins on the Day of Sacrifice according to the majority of scholars, and it is not permissible before the Day of Sacrifice. Whether one purchases the hady before the Day of Sacrifice or on the Day of Sacrifice, there is no harm in that.
