What is the ruling on a congregant combining the Dhuhr and Asr prayers in congregation if the Imam intends to do so, given that the congregant has access to a car, an indoor parking space at the mosque, and a garage at home, such that the congregant is not exposed to rain?

The majority of scholars hold the view that it is permissible to combine two prayers due to rain, whether going to the mosque involves hardship for all worshippers or for some of them. This is because the Prophet (peace be upon him) used to combine prayers while his house was adjacent to the mosque, and it has not been reported that the People of the Suffah did not combine prayers with him.
