Is it permissible for a congregant to combine prayers individually after finishing the Dhuhr prayer with the Imam due to rain, if the Imam did not combine the prayers?

It is permissible to combine prayers due to rain. If the Imam does not combine, then it is permissible for the congregants, or some of them, to combine. However, for an individual to combine prayers in the mosque or at home due to rain, it appears that this is not permissible, unless it is in one of the three mosques (Al-Masjid Al-Haram, Al-Masjid An-Nabawi, Bait Al-Maqdis). The reason for this is that combining prayers necessitates performing one of the two prayers outside its prescribed time, and this should only be done for an excuse that necessitates achieving the virtue of congregational prayer along with the hardship of going to the mosque twice, which is not applicable to an individual. As for the three mosques, they are exceptional because prayer in them is far superior, and combining prayers there to attain this virtue is comparable to the virtue of congregational prayer.
